UN ICT Hub Publishes ICTD Briefing Note Series

The United Nations Asian and Pacific Training Centre for Information and Communication Technology for Development (UN-APCICT/ESCAP), a regional institute of the Economic and Social Commission for Asia and the Pacific, today published the first eight editions of its new ICTD Briefing Notes Series. The publications, based on the curriculum of APCICT's "Academy of ICT Essentials for Government Leaders Programme" (Academy), are designed to provide senior government officials with concise yet detailed analysis of ICT for development related issues and topics.

 

Briefing Note 1, The Linkage between ICT Applications and Meaningful Development, explores the various dimensions of ICT applications in key sectors of development in countries of the Asia-Pacific region. ICT for Development Policy, Process and Governance, is the title of Briefing Note 2 which focuses on ICTD policy-making and governance, and provides critical information about aspects of national policies, strategies and frameworks that promote ICTD. [Apia, 21 July 2010] "UNCAC provides a clear legal framework for
countries on what should be done in terms of criminalization of
corruption and law enforcement, and also on prevention measures such
as strengthening codes of conducts for the civil service."

Those were the sentiments of Mr. Russel Nari, Director General of the
Vanuatu Ministry of Justice, on the Day 3 of the Pacific Regional
Meeting on the Ratification and Implementation of the United Nations
Convention against Corruption (UNCAC).

"I will proceed to consult with Cabinet on a decision to accede to
UNCAC, and will demonstrate how the Convention provides a
comprehensive framework for national efforts in fighting corruption,"
Mr Nari went on to state.

While some participants expressed early reservations about the
possible financial and human resource burdens associated with
ratification and implementation of UNCAC, over the course of the
workshop many participating delegations have indicated a strong
interest in progressing efforts at home to promote UNCAC ratification.
The meeting has highlighted how the Convention can strengthen and add
value to existing domestic anti-corruption efforts.

Pacific participants were particularly impressed following the Pacific
launch of the new UNCAC Self-Assessment Checklist Tool released only
three weeks previously at the Implementation Review Group of the
Conference of States Parties. The Pacific region is the first in the
world to receive training on the Checklist following that meeting.

"The UNCAC Review Mechanism has the most simple and user-friendly
system of reporting compared to other United Nations treaties. I would
strongly recommend that the UN consider reviewing other treaty
reporting mechanisms to make them as easy for States as this one. We
need reporting and review mechanisms that are less burdensome on
over-worked officials," said Russel Nari.

The Self-Assessment Checklist software developed by the United Nations
Office of Drugs and Crime (UNODC) supports States to initiate a
thorough evaluation of their existing anti-corruption legislation and
programmes, to identify gaps, and to identify technical assistance
needs.

"The process of self-assessment is intended to enable States to
reflect on their own situation and identify both their successes, but
also areas where they would like to implement reforms. The
self-assessment is
a locally driven process that fosters buy-in from all stakeholders,"
said Giovanni Gallo, Crime Prevention Expert from the UNODC in Vienna.

The four-day regional meeting, which began on Monday 19 July in Apia
is being attended by senior government officials from fourteen Pacific
Island countries, and officials from the World Bank Stolen Assets
Recovery Initiative, Pacific Islands Forum Secretariat, European
Union, United Nations Development Programme (UNDP) country offices and
regional centre, and the United Nations Office of Drugs and Crime
(UNODC).

UN ICT Hub Continues Support of e-Government in the Pacific through Latest
                            Round of Training

           APCICT delivers training on ICT project management

Bangkok  (UN ESCAP Information Services) -- Participants of an e-government
workshop  are attending a two-day training session today on information and
communication technology (ICT) for development at a regional United Nations
capacity building institute in the Republic of Korea.

The  Asian  and  Pacific  Training Centre for Information and Communication
Technology  for  Development (UN-APCICT/ESCAP), a regional institute of the
United  Nations  Economic  and  Social Commission for Asia and the Pacific,
began  a  training  session  on  ICT  project  management  for twenty-three
government  officials from Pacific Island States at its training facilities
in Incheon, Republic of Korea, from  12 to 13 July  2010.

The two-day session will deliver Module 7, ICT Project Management in Theory
and  Practice,  of  the  "Academy of ICT Essentials for Government Leaders"
(Academy).  Module 7 introduces basic project management concepts, methods,
processes  and  project management disciplines commonly used by development
and ICT service management practitioners.

The  training also includes a roundtable session to discuss ways forward on
Academy  Module  3,  e-Government  Applications, which the PIF e-Government
Workshop  participants  completed prior to the start of today's session and
which  covers  e-government concepts, principles and types of applications,
as well as the risk factors in e-government implementation.

The  Academy,  APCICT's  flagship  ICT  human  resource  and  institutional
capacity  building programme, is designed to equip government officials and
development stakeholders with the knowledge and tools to fully leverage ICT
solutions for socio-economic development.

The  session  is  a  part  of the two-week long PIF Officials' e-Government
Workshop  based  out  of  Sungkyungkwan  University and co-organized by the
Pacific  Island Forum (PIF), the Global e-Policy and e-Government Institute
of  Sungkyungkwan  University,  the Republic of Korea's Ministry of Foreign
Affairs and Trade (MOFAT), and APCICT.

The  PIF  e-Government  Workshop is the third time APCICT has sponsored the
event  in collaboration with PIF, Sungkyungkwan University, and MOFAT.  The
workshops  have  been an integral part of APCICT's work with Pacific Island
countries. Over the last two years, APCICT has also worked with the Pacific
Islands  Applied  Geoscience Commission (SOPAC), now the Secretariat of the
Pacific  Community  (SPC),  to  roll-out  the  Academy in the Cook Islands,
Kiribati,  Samoa,  Tonga  and Tuvalu. Last year, SPC secured European Union
funds  in  support  of its 'ICT Access for the Poor' project, which aims to
enhance  the  ICT  capacity  of  legislators and policymakers in 14 Pacific
Island States using APCICT's Academy programme.

"The continuance and growth of the PIF e-Government Workshop is a testament
to  the  enthusiasm  with which officials from the Pacific Island countries
have  embraced  the  use  of  ICT  for national and regional socio-economic
development,"  said  Dr.  Hyeun-Suk  Rhee, Director of APCICT. "The lessons
learned  here  today  and  throughout  the  workshop  will  help strengthen
economic  and  social  connectivity  in  the  Pacific,  and  in  particular
facilitate  the  development and implementation of ICT related projects and
the delivery of quality e-government services to citizens in Pacific Island
countries."

Health Advice Smart Phone app for South Africa

A smartphone app designed and launched in South Africa is quite
literally a pocket doctor for those who can afford the mobile phones
required.

Afridoctor is the continent's first personal mobile health clinic. It
was created by Blueworld, a social media company in based in Cape
Town. It offers a "snap-diagnosis" service, in which patients can send
pictures of their ailment to a panel of doctors who will then contact
their patient with a diagnosis within 48 hours
